Special Districts, a Division of the Public Works Department, administrates a wide range of special district financing for public infrastructure development and acquisition, as well as special benefit programs that offer street lighting, parkway landscape and median landscape maintenance services to the residential communities and commercial/industrial areas throughout the City of Moreno Valley.

In accordance with state and federal legislative guidelines, Special Districts forms and administers financing of infrastructure and service-based programs through one of three types of Districts:

  • Assessment District (AD)
  • Community Facilities District (CFD), or
  • Community Services District (CSD)

AD and CFD fund construction and/or acquisition of public facilities and maintenance services for new development projects. CSD funds designated program services for new and existing developments that are incorporated into a specific Zone of Benefit. CSD Zone responsibilities include: Zone B (Residential Street Lighting), Zone C (Arterial Street Lighting & Intersection Lighting), Zone D (Parkway Landscape Maintenance), Zone E (High-Service-Level Parkway Landscape Maintenance), Zone M (Commercial, Industrial, and/or Multifamily Improved Median Maintenance), and Zone S (Sunnymead Boulevard Maintenance). Annually, Special Districts submits to Riverside County the special taxes and/or assessments to pay for each financed district or program service for collection property tax bill.

Special Districts Mission Statement
The Mission of the Special Districts Division is twofold. Special Districts strives to provide high quality administration and cost effective maintenance of service based programs that offer maintenance of arterial and residential street lighting, standard and extensive parkway landscaping, and median landscaping to the residential communities and commercial/industrial developments throughout the City. Additionally, the Special Districts Division shall offer opportunities for future district formations to finance necessary public infrastructure and benefit services to accommodate the City’s growing commercial/industrial and residential needs.
