
A Brief History
Moreno Valley’s municipally owned utility – Moreno Valley Electric Utility – began serving its first customers on February 6, 2004. These “first customers” are located in the Promontory Park subdivision built by Western Pacific Housing, located at Cactus Avenue and Moreno Beach Drive.
The Moreno Valley City Council, staff and expert consultants had reviewed, discussed and studied the prospects of operating an electric utility for more than two years. The City Council approved a 17 year contract with Enco Utility Services Moreno Valley, LLC. Pursuant to the agreement, Enco provides customer service, meter reading, billing, emergency response and other services related to the operation of the electric utility.
The utility will provide electric service to new commercial and residential developments located within Moreno Valley Electric Utility’s service area.

Citizen Benefits
All residents benefit: Rather than profits going to the shareholders of a private corporation, municipal utility surpluses are returned to the shareholders – the citizens of the City. These funds flow to the general fund and can be used to improve services that benefit all residents.
Economic Development
Cities with municipal utilities can offer special incentives for desired businesses looking to locate within the Moreno Valley Electric Utility service area. More businesses means more jobs and a greater tax base for the City and its residents.
Direct Control
Every Moreno Valley citizen is an owner with direct say on the utility operations, whether they are serviced by Moreno Valley Electric Utility or not. The City Council is the governing body for the utility, giving citizens the right to participate in the meetings and offer comments. Special Services
The City has the authority to structure its utility to provide special services to its customers. This includes the ability to provide programs such as a Low Income Home Energy Assistance program to economically disadvantage residential customers, as well as conservation incentives to residents and businesses.
