State of California Certifies Moreno Valley’s Housing Element
For immediate release: October 12, 2022
The State of California’s Housing and Community Development (HCD) Department certified the City of Moreno Valley’s Housing Element on Tuesday, October 11, 2022.
The Housing Element is an essential part of a city’s general plan and includes comprehensive information about housing growth, housing development types, and goals for affirmatively furthering fair housing development across Moreno Valley. The Housing Element is part of the MoVal 2040 General Plan, which charts the course of Moreno Valley’s future for the next 20 years.
“With a certified Housing Element, we can further expand housing opportunities that will benefit our community,” said Dr. Yxstian Gutierrez, Mayor of Moreno Valley. “A certified housing element is a huge step for Moreno Valley to achieve its full growth potential outlined in the MoVal 2040 General Plan, and also allows us to maintain local control on housing without intervention from the state.”
Moreno Valley is currently one of only 57 of the 197 jurisdictions within the Southern California Association of Governments (SCAG) region to have compliant Housing Elements thus far. With the Housing Element certified, the City can compete for federal, state, and regional housing grants that will allow for expanded opportunities for residential development Citywide.

El Estado de California Certifica el ‘Elemento de Vivienda’ de Moreno Valley
El Departamento de Vivienda y Desarrollo Comunitario (HCD) del Estado de California certificó el Elemento de Vivienda de la Ciudad de Moreno Valley el martes 11 de octubre de 2022.
El Elemento de Vivienda es una parte esencial del plan general de una ciudad e incluye información completa sobre el crecimiento de la vivienda, los tipos de desarrollo de vivienda y los objetivos para promover afirmativamente el desarrollo de vivienda justa en Moreno Valley. El Elemento de Vivienda es parte del Plan General MoVal 2040, que traza el curso del futuro de Moreno Valley para los próximos 20 años.
“Con un Elemento de Vivienda certificado, podemos ampliar aún más las oportunidades de vivienda que beneficiarán a nuestra comunidad”, dijo el Dr. Yxstian Gutiérrez, Alcalde de Moreno Valley. “Un elemento de vivienda certificado es un gran paso para que Moreno Valley alcance todo su potencial de crecimiento descrito en el Plan General MoVal 2040, y también nos permite mantener el control local sobre la vivienda sin la intervención del estado”.
Moreno Valley es actualmente una de las 57 de las 197 jurisdicciones dentro de la región de la Asociación de Gobiernos del Sur de California (SCAG) que tiene elementos de vivienda compatibles hasta el momento. Con el Elemento de Vivienda certificado, la Ciudad puede competir por subvenciones de vivienda federales, estatales y regionales que permitirán mayores oportunidades para el desarrollo residencial en toda la ciudad.
