Business Programs
The City of Moreno Valley and its solid waste provider, Waste Management of the Inland Empire, are dedicated to recycling and have developed a comprehensive commercial recycling program. This program is designed to assist businesses and multi-family complexes implement or expand recycling and is provided to businesses and multi-family properties free of charge.
AB 827
Assembly Bill (AB) 827 requires limited-service restaurants and other covered businesses to provide customer-accessible recycling and organics collection containers in customer-facing areas (front-of-house) where customers generate waste.
For purposes of this guide, organics include food scraps, food-soiled paper, and other compostable materials accepted in the City of Moreno Valley.
- Provide customer-accessible recycling and organics collection containers in customer-facing areas (front-of-house) where customers generate waste, except in restrooms.
- Recycling and organics collection containers must be placed adjacent to trash containers.
- Containers must be visible, easily accessible, and clearly marked.
Full-service restaurants are not required to provide customer-facing recycling and organics containers to patrons, but must provide recycling and organics containers for employees in back-of-house areas.
“Full-service restaurants” are exempt as long as they provide organics and recycling bins in the back of house for their employees. Full-service restaurants are defined as those where all the following are true:
- Customers are escorted or assigned to an assigned eating area.
- Customers’ food and beverage orders are taken after being seated.
- The food and beverage orders, as well as any other requested items, are delivered directly to the customers.
- The check is delivered directly to the customer at the assigned eating area.

SB 1383
SB 1383 targets the reduction of methane emissions from landfills. The law establishes a target of 75% reduction in statewide disposal of organic waste by 2025.
Beginning January 1, 2022, all businesses, multi-family complexes, and residential homes are required to recycle their organic waste.
All green waste, food scraps, and food-soiled paper (100% fiber based) must be separated in the green organics’ container provided by Waste Management.
In addition, Edible Food Generators must recover the maximum amount of edible food that would otherwise be disposed of, arrange for food donation and collection through contracts or written agreements with food recovery organizations or services, and maintain food donation records.
