Proprietary funds provide the same type of information as the government-wide financial statements,
            only in more detail. The Electric Utility, the City’s only enterprise fund, is included in the Basic Financial
            Statements.  All  internal  service  funds  are  combined  into  a  single,  aggregated  presentation  in  the
            proprietary funds financial statements. Individual fund data for the internal service funds is provided in
            the form of combining statements in the supplementary section of the report.

            Fiduciary funds - Fiduciary fund statements provide information about the financial relationships in which
            the City acts solely as a trustee or agent for the benefit of others, to whom the resources belong. The City
            is the trustee, or fiduciary. The City is responsible for ensuring that the assets reported in these funds are
            used for their intended purposes. All of the City’s fiduciary activities are reported in a separate statement
            of fiduciary net position and a statement of changes in fiduciary net position. We exclude these activities
            from the City’s government-wide financial statements because the City cannot use these resources to
            finance its operations.
            Notes to the financial statements. The notes provide additional information that is essential to a full
            understanding of the data provided in the government-wide and fund financial statements.


            Financial Analysis of the Government-wide Statements

            This section provides analysis of the government-wide financial statements including long-term and
            short-term information about the City’s overall financial condition. The following graphs and tables
            address the financial results of the City as a whole for the fiscal year ended June 30, 2025. Comparative
            data from the fiscal year ended June 30, 2024 is also represented in the tables.

            Analysis of Net Position

            Net Position represents the difference between the City’s resources and its obligations. As noted earlier,
            net position may serve as a useful indicator of a government’s financial position. The following graphs
            and tables address the financial results of the City as a whole. The City’s combined net position as of
            June 30, 2025 was $1.3 billion.
